MUNICIPAL ELECTION
Offices, Incumbents, And Nomination Papers

NOTICE IS HEREBY GIVEN that a Consolidated General Municipal Election will be held in the City of Newman under the provisions of laws relating to general law cities in the State of California on Tuesday, November 3, 2026. The purpose of the election is to consider the following offices:

For one (1) Mayor (Full term of two years)

Current Incumbent Casey Graham has been furnished nomination papers, and said nomination papers have been returned and verified by the Elections Division of Stanislaus County Registrar of Voters.
Matthew Harden has also been furnished nomination papers, and said nomination papers have been returned and verified by the Elections Division of Stanislaus County Registrar of Voters.

For two (2) Members of the City Council (Full terms of four years)

Current Incumbents Scott Ball and Shane Tomlinson have been furnished nomination papers and said nomination papers have been returned and verified by the Elections Division of Stanislaus County Registrar of Voters.
Brett C. Short has also been furnished nomination papers, and said nomination papers have been returned and verified by the Elections Division of Stanislaus County Registrar of Voters.

Candidate qualifications for office: must be 18 years old or older, have no felony convictions, reside and be registered to vote within the City of Newman before pulling nomination papers. All three of the offices listed above are elected At-Large” (Candidates may reside anywhere within the City’s boundaries).

The last day to secure and file nomination papers is Friday, August 7, 2026. Nomination papers will be available and shall be filed at City Hall, 938 Fresno Street, Newman, California Monday through Friday, between the hours of 8:30 a.m. to 5:00 p.m. Candidates are strongly encouraged to call 209-862-3725, Option 5 to make an appointment for candidate filing.

If no one, or only one person, is nominated for any elected office, appointment to such elective office may be made as prescribed by California Elections Code Section 10229 (2026 edition).

NOTICE IS FURTHER GIVEN that the vote centers will be open from 7:00 a.m. to 8:00 p.m. on Election Day.

Candidate qualifications for office: must be 18 years old or older, reside and be registered to vote within the City of Newman before pulling nomination papers.

Candidate filing papers may be obtained by appointment only. Appointment scheduling begins on Wednesday, July 8, 2026. Candidates can make an appointment to obtain nomination documents by calling 209-862-3725, Option 5. Candidates are strongly encouraged to file as early as possible to ensure candidacy nomination paperwork is completed prior to the filing deadline.

The first day to secure and file nomination papers is Monday, July 13, 2026. The last day to secure and file nomination papers is Friday, August 7, 2026. Declaration of Candidacy forms and Nomination papers will be available and shall be filed at City Hall, 938 Fresno Street, Newman, California, Monday through Friday, between the hours of 8:30 a.m. to 5:00 p.m.

In the event the current officeholder (incumbent) has not filed nomination papers, the nomination period for that office shall be extended to Wednesday, August 12, 2026, at 5:00 p.m. for anyone other than the current officeholder.

If no one, or only one person, is nominated for any elected office, appointment to such elective office may be made as prescribed by California Elections Code Section 10229 (2026 edition).

The City of Newman is accepting applications for one (1) Public Works Superintendent position to plan, organize, oversee, coordinate, and manage the staff and maintenance operations of the Public Works Department, including the operations, programs, construction, maintenance, modification, and repair of the City’s water system, sewer system, storm water collection system, streets, public right-of-way, parks, landscapes, buildings and related facilities, infrastructure, and equipment; oversee and manage comprehensive preventative and corrective maintenance programs and assist with the management and oversight of capital improvement projects; provide complex and responsible support to the Public Works Director in areas of expertise; and perform related duties as assigned.

This position may be required to work various shifts or emergencies on evenings, weekends, and holidays. Applicants must possess a current, valid Grade III (D3) Water Distribution certificate. A valid California Driver’s License is also required to be maintained throughout employment. Possession of a Grade II (T2) or higher Water Treatment certificate and a Grade II or higher Wastewater Collection certificate is highly desirable.

The City offers a comprehensive benefit package including: vacation leave, sick leave, holiday leave and contributes to health, dental and vision coverage for employees and dependents. The City participates in CalPERS in addition to a voluntary 457(b) plan. See additional benefit information below:

A variety of Health Plan options are available including Anthem and Kaiser.
Flexible spending account (IRS Section 125) or HSA health plans are also available.
Administrative Leave, 40 hours per year.
Vacation, based upon years of service, 10 days annual vacation increasing to 15 days after 5 years of employment and 20 days after 15 years of employment.
Sick Leave, 12 days per year.
10 paid holidays per year plus a winter closure (5 extra days at the end of December)
The City participates in Social Security.
Longevity Pay equal to 3% after 10 years of service and an additional 2% after 20 years of service

Sales Tax Sharing Agreements

California Revenue and Taxation Code (RTC) Section 7213, added by Assembly Bill 2854 (2024) and effective January 1, 2025, requires California cities and counties to publicly disclose and report tax revenue sharing agreements. The City of Newman only shares sales tax revenues with one agency; Hinderliter de Llamas & Associates. This firm aids the City of Newman in collecting tax revenues that should come to the City of Newman but were directed elsewhere. Their fee for their service is 15% of the collected amount.

Effective November 13, 2014, Ordinance No. 2014-8 amended NMC §3.03 and established the City’s No Soliciting Registry where “Occupants of residential properties may annually request to have their addresses included on a registry of residential properties whose occupants do not wish to receive unsolicited handbills or solicitation.”

New registrants shall be effective on the next month’s list and the annual “No Soliciting” Registry will reset every year on January 1st; those wishing to renew their registration shall either annually submit a written request to remain on the registry or re-apply.

Solicitors are prohibited from soliciting at any premises identified on the then current “No Soliciting” Registry.

Turlock Mosquito Abatement District

The City of Newman is a part of the Turlock Mosquito Abatement District; a special district established in 1946 to protect public health by reducing the risk of disease transmission and nuisances caused by mosquitoes to the residents in the southern portion of Stanislaus County.

The District is governed by California Mosquito and Vector Control Law along with an eight member Board of Trustees. The District is publically funded and has monthly board meetings that are open to the public. The District provides year around service which includes prompt response to service requests, on-site inspections and mosquito control work as necessary.

Parking Citation Information

Pay your parking citation by mail: Check, money order, or cashier’s check payable to City of Newman, P.O. Box 787, Newman, CA 95360. Payment must be made within 21 days (DO NOT SEND CASH).

Pay by phone: 1-209-862-2902

To contest the citation: You may request a parking citation review within 21 days of the issuance of the citation or 14 calendar days from the mailing of a notice of parking violation. You may pick up the form at the Newman Police Department, 1200 Main Street, Newman, during business hours. Submit the form in person to Newman Police Department or by mail to City of Newman Police Department P.O. Box 787, Newman, CA 95360.

Low Income Payment Plan: California Vehicle Code (CVC) Section 40220 allows for installment payments of parking citations for qualifying low-income individuals who apply within 60 days from the issuance of a notice of parking violation, or within 10 days after an administrative hearing determination, whichever is later. Once a citation is enrolled in this program, it is no longer eligible for appeal pursuant to an Administrative Review or Hearing.

NOTICE IS HEREBY GIVEN that Ordinance No. 2010-2 (Residential Resale Inspection Program) is effective as of March 18, 2010.

The Residential Resale Inspection Program was adopted based on concerns of the existence of substandard dwelling units within the the City of Newman that are not in compliance with the City’s building, zoning and health and safety codes and/or the City’s permitting requirements and that said units could compromise the public peace, health and safety and quality of life for Newman residents.

We are seeking qualified volunteers who are willing to donate their time to support the Police Department in various assignments.
