6th Cycle Housing Element Update (2023-2031)
The 6th Cycle Housing Element Update (2023-2031) identifies where and how the City will accommodate its existing and projected future housing needs through 2031. The City successfully completed this update by adopting the 6th Cycle Housing Element and the associated Mitigated Negative Declaration on October 22, 2024. Following adoption, the City amended its Zoning Maps and Municipal Code in May and June 2025 to implement key programs, enabling the identified housing sites and ensuring the City can meet its Regional Housing Needs Allocation (RHNA).

October 2024 – Housing Element and Mitigated Negative Declaration Adopted
On October 22, 2024, the Newman City Council adopted the 6th Cycle Housing Element Update (2023-2031) and the associated Mitigated Negative Declaration, completing the City’s compliance with State Housing Element Law. Following adoption, the City amended its Zoning Maps and Municipal Code in May and June of 2025 to implement key actions under Programs 1.2 and 1.9, thereby enabling the identified housing sites and supporting the City’s ability to accommodate its Regional Housing Needs Allocation (RHNA) through 2031. These updates are now in effect and available for public review.

September 6, 2024: Housing Element In Substantial Compliance
On September 6, 2024, the City received a Substantial Compliance Letter from HCD acknowledging the City’s August 26, 2024 Revised Draft Housing Element is in compliance with State Housing Element Law (Gov. Code, § 65580 et seq). The City plans to present the Revised Draft Housing Element to the Planning Commission for Council recommendation on Thursday, September 19, 2024, and to Council for final adoption on Tuesday, October 22, 2024. September 4, 2024: Revised Draft Housing Element Submitted to HCD for Review
On September 4, 2024, City staff submitted the Revised Draft Housing Element to Housing and Community Development (HCD) for review.

August 26 – September 3, 2024: Revised Draft Housing Element Seven-Day Public Review Period
On August 15, 2024, City staff met with Housing and Community Development (HCD) to discuss the 60-Day Findings Letter received on July 25, 2024. During the meeting, HCD detailed that minor revisions were necessary in order to reach substantial compliance, including the following:
- Modifications to program language to include quantified objectives, metrics, geographic targeting, and timeframes;
- Additional analysis to support realistic capacity assumptions for the Sites Inventory; and
- Modifications to special housing needs programs to include specific actions and proactive timing that the City is committed to during the planning period.
In response, City staff made additional edits to the Revised Draft Housing Element.
Per the requirements of AB 215, the updated Revised Draft Housing Element is available for a seven day public review period, which will run from Monday, August 26, 2024 through Tuesday, September 3, 2024.

July 25, 2024: HCD 60-Day Findings Letter Received
In response to the City’s Revised Draft Housing Element, which was submitted to HCD for a 60-day review on May 28, 2024, and subsequently revised on July 22, 2024, HCD has issued a brief findings letter. This letter outlines three comments that need to be addressed. City staff and the consultant are currently finalizing revisions in response to these comments from HCD. July 24 – August 23rd, 2024: City issues a Notice of Intent
In compliance with the California Environmental Quality Act (CEQA), City of Newman has undertaken an environmental review of the proposed City of Newman 6th Cycle Housing Element Update (2023-2031) and Safety Element Update located within the City of Newman, and intends to adopt a Mitigated Negative Declaration. July 15 – July 22, 2024: Revised Draft Housing Element Seven-Day Public Review Period
On June 27, 2024, City staff met with Housing and Community Development (HCD) to discuss completed revisions to the draft Housing Element submitted on May 28, 2024. During the meeting, HCD indicated additional information was necessary and provided a Comment Matrix, linked below. In response, City staff made additional edits to the Revised Draft Housing Element.
Per the requirements of AB 215, the updated Revised Draft Housing Element is available for a seven-day public review period, which will run from Monday, July 15, 2024 through Monday, July 22, 2024.

May 28, 2024: Revised Draft Housing Element Submitted to HCD for 60-Day Review
On May 28, 2024, the City submitted the Revised Draft Housing Element to Housing and Community Development (HCD) for a 60-day review. The 90-Day Revisions Matrix details all revisions made to the draft housing element in response to HCD’s 90-Day Findings Letter.

May 17 – May 24, 2024: Revised Draft Housing Element Seven Day Public Review Period
On January 23, 2024, the City received a 90-day Initial Review letter from Housing and Community Development (HCD). The letter acknowledged that many statutory requirements were addressed in the Initial Draft Housing Element. However, revisions were necessary to substantially comply with State Housing Element Law (Gov. Code Section 65580 et seq).
City staff and the housing consultant reviewed the 90-day letter and revised the housing element in response to comments received in the letter. The Revised Draft Housing Element was made available for a seven-day public review period on Friday, May 17, 2024 through Friday, May 24, 2024.
