MUNICIPAL ELECTION
Offices, Incumbents, And Nomination Papers

NOTICE IS HEREBY GIVEN that a Consolidated General Municipal Election will be held in the City of Newman under the provisions of laws relating to general law cities in the State of California on Tuesday, November 3, 2026. The purpose of the election is to consider the following offices:

For one (1) Mayor                                                                    (Full term of two years)

Current Incumbent Casey Graham has been furnished nomination papers, and said nomination papers have been returned and verified by the Elections Division of Stanislaus County Registrar of Voters.
Matthew Harden has also been furnished nomination papers, and said nomination papers have been returned and verified by the Elections Division of Stanislaus County Registrar of Voters.

For two (2) Members of the City Council               (Full terms of four years)

Current Incumbents Scott Ball and Shane Tomlinson have been furnished nomination papers and said nomination papers have been returned and verified by the Elections Division of Stanislaus County Registrar of Voters.
Brett C. Short has also been furnished nomination papers, and said nomination papers have been returned and verified by the Elections Division of Stanislaus County Registrar of Voters.

Candidate qualifications for office:  must be 18 years old or older, have no felony convictions, reside and be registered to vote within the City of Newman before pulling nomination papers. All three of the offices listed above are elected At-Large” (Candidates may reside anywhere within the City’s boundaries).

The last day to secure and file nomination papers is Friday, August 7, 2026.  Nomination papers will be available and shall be filed at City Hall, 938 Fresno Street, Newman, California Monday through Friday, between the hours of 8:30 a.m. to 5:00 p.m. Candidates are strongly encouraged to call 209-862-3725, Option 5 to make an appointment for candidate filing.

If no one, or only one person, is nominated for any elected office, appointment to such elective office may be made as prescribed by California Elections Code Section 10229 (2026 edition).

2026 Candidate Filing Process

Issuing Candidate Documents 

Appointment scheduling begins on Wednesday, July 8, 2026 by calling 209-862-3725, Option 5. Candidates are encouraged to call as early as possible to ensure candidacy nomination paperwork is completed prior to the filing deadline. The first day to secure and file nomination papers is Monday, July 13, 2026.

Execution of Candidate Documents

Any documents that require an oath by the candidate may be executed in the office of the elections official by appointment only. You may schedule an appointment, by calling 209-862-3725, Option 5.

Receipt of Candidate Documents and Filing Deadlines

In order to be a qualified candidate for the office in which they seek, the completed required documents with original signatures must be received by the elections official before the close of the nomination period for that particular office.

The candidate must submit the original required documents to the office of the City Clerk (elections official) by appointment only. You may schedule an appointment, by calling 209-862-3725, Option 5.

The last day to secure and file nomination papers is Friday, August 7, 2026.

Reminder to Candidates

Any candidate who fails to make an appointment and timely submit the candidate documents with original signatures before the close of the nomination period will not be included on the ballot for that office.

NOTICE IS FURTHER GIVEN that the vote centers will be open from 7:00 a.m. to 8:00 p.m. on Election Day.

Candidate qualifications for office:  must be 18 years old or older, reside and be registered to vote within the City of Newman before pulling nomination papers.

Candidate filing papers may be obtained by appointment only. Appointment scheduling begins on Wednesday, July 8, 2026. Candidates can make an appointment to obtain nomination documents by calling 209-862-3725, Option 5. Candidates are strongly encouraged to file as early as possible to ensure candidacy nomination paperwork is completed prior to the filing deadline.

The last day to secure and file nomination papers is Friday, August 7, 2026.  Declaration of Candidacy forms and Nomination papers will be available and shall be filed at City Hall, 938 Fresno Street, Newman, California, Monday through Friday, between the hours of 8:30 a.m. to 5:00 p.m.

In the event the current officeholder (incumbent) has not filed nomination papers, the nomination period for that office shall be extended to Wednesday, August 12, 2026, at 5:00 p.m. for anyone other than the current officeholder.

NOTICE IS HEREBY GIVEN that the City of Newman is seeking interested candidates to fill terms on the following City of Newman Commissions/Committees in 2026:

• Architectural Review Committee – one (1) seat

Those with interest in appointment should complete an application for Citizen Service available by clicking on the link below. Please return applications to the City Clerk, City Hall, P.O. Box 787, 938 Fresno Street, Newman, California, 95360, as soon as possible. If you plan to drop off your application, you may utilize the Drop Box in front Of City Hall. Applications for these vacancies will be accepted until filled. The City Council will interview candidates and make appointments at a regularly scheduled Council Meeting.

Sales Tax Sharing Agreements

California Revenue and Taxation Code (RTC) Section 7213, added by Assembly Bill 2854 (2024) and effective January 1, 2025, requires California cities and counties to publicly disclose and report tax revenue sharing agreements.  The City of Newman only shares sales tax revenues with one agency; Hinderliter de Llamas & Associates.  This firm aids the City of Newman in collecting tax revenues that should come to the City of Newman but were directed elsewhere.  Their fee for their service is 15% of the collected amount.
